Established in 1976, PAGCOR functions as a government-owned and controlled corporation responsible for overseeing both land-based and online casinos. Under its jurisdiction, PAGCOR licenses and regulates casinos and gaming establishments across the country, ensuring that they adhere to strict legal and ethical standards. Online casinos, or Philippine Offshore Gaming Operators (POGOs), have been authorized to operate since 2016. However, controversy surrounding their location and taxation has caused some debates about their legitimacy. Nevertheless, Philippine laws allow and regulate both land-based and online casinos, and the government continuously monitors and updates the guidelines to ensure fair and safe gameplay for both players and operators.
